ICAMA System

The ICAMA System is an electronic, interactive database built by AAICAMA to serve the states. The ICAMA System houses ICAMA cases and the information is used to transmit information across states confirming Medicaid eligibility and allowing for Medicaid transfer and provision between all 50 states, the District of Columbia, and Puerto Rico.

Built in 2015 and renovated in 2023, the ICAMA System provides the information necessary for states to coordinate Medicaid interstate for children and youth receiving Adoption or Guardianship Assistance. The ICAMA System is a vital tool used to meet ICAMA’s federally defined mission to protect the interstate interests of children adopted with special needs.

The ICAMA System is protected by its provider, eCare Vault, using extensive cyber security measures. Only state employees approved by the state and AAICAMA have access to the ICAMA System and must submit a completed, signed ICAMA System User Policy Agreement through state-designated ICAMA Administrators for access to the  System.
